We used to have prevailing winds in Western Europe that came from the west... Thunderstorms and rain came from the ocean over England or via the North Sea. We have had mainly easterly winds for years now and the strange thing is that we get a lot of rain from the east ... for years. It comes from Poland, Ukraine and Russia. Bizarre!

Hence, lowering risk, especially the more important risk of greater volatility of interest rate risk is better (and safer) business.
