If a person can loan money and risk losing it, while doing the best to loan to a person they know. A person who's past and character proves them to be trust worthy to lower the risk is a banker. Anyone can be a bank who has a vault and security guards where men can put their gold and silver coins there for protection is a bank. End fraud, end wealth and credit out of nothing. The Constitution is made for honest men, just men. Banks not connected to government in any way. Government must also prove themselves of being virtuous, high character, over time proven trust worthy.
If you are good, honest, over time people will loan you gold and silver but if you are not no one will loan you any more. It is call consequence of your actions.
