People do need to "think outside the box" (pun intended) when it comes to natural disasters & emergencies.

Shipping containers make the best emergency shelters (for earthquake recovery, wildfire recovery, flood recovery, etc) to be on site at their damaged property while rebuilding. Tell the building inspectors to Go To Hell - they are structurally sound and safe.

Bridge out? Then try using decommissioned Railroad Flat Cars because they too are already structurally sound and can handle their rated weight loads if installed properly, which in most cases can be done fast with a crane.

If I was the head of FEMA I woulda had people's heads spinning at how fast I woulda had tens of thousands of emergency homes delivered to the effected communities and how fast I woulda had temporary or even permanent bridges up using flatbed railcars.

That's how I woulda run the operation.
Heads woulda spun, and I've done flood disaster relief before.
