I noticed when Doug asked him about the plan and Flynn hesitated before answering all three questions. Listen to the audio, Flynn is in front of a green screen and he sounds very very far away like on the other side of the world.
FEMA is in charge. insurrection act was not signed because it was not needed
Because he was joking with a friend? Becuase he wanted some laughter in an otherwise demoralizing interview? The Insurrection Act and Martial Law are NOT the same thing and by United States Code, require that the public be notified so as not the interfere with military operation. I am reading between the lines.
