To my knowledge, there is no official requirement for the President to "announce" the Insurrection Act under 10 U.S. Code Subtitle A Chapter 13 Part I - INSURRECTION. Only a requirement to make a Proclamation to Disperse under 10 U.S. Code § 254, and Wartime President Trump made that Proclamation on January 6, 2021.
