So yeah. The kid is probably a patsy.

I’ve lived in Detroit. I’ve seen how that particular system (doesn’t) work. It’s more than likely an unqualified dei hire who has no concept of the scope of the job. There are people who enter the system with no real knowledge of it and since they’ve only had a glancing contact with it. They have no idea that the protocols and regulations in place are there because those before them already went through the trial and error that established the system to begin with.
