This actually makes more sense to me than many other theories I've come across. It may even suggest the real legal foundation behind some of the theories, such as devolution.
It just feels like this administration has a few red lines they cannot cross, as much as they may want to. Most of those red lines seem to be with respect to foreign policy.
Not really any way to research it for sure, PEADS in particular are completely secret, but I'll keep this in mind.
I do accept as a basic tenet that everything being done on our behalf is within the law and the constitution.
