When working on viruses, or biological weapons (which I think is outlawed), one must have the antidote- just in case of an accident.
Of course he knew there was an antidote.
It just wasn't profitable.
If people get well, there is no need for a jab. Also, jabs can't be approved for 'emergency' use if there is a cure.
So, they hid the antidote.
