I often wonder why some of the homeless dogs in shelters can't be trained for these sorts of 'services', I'm sure many of these dogs and humans lives would be transformed through their mutual trust & loyalty to each other, dogs are at there most confident/happiest when giving support to another..๐๐

Depends on the definition of 'service dog'...
Is this term only applied to those dogs who have actually been trained, or also to untrained dogs, with vests on that say, 'service dog'...

They have to be certified by the VA for veterans with PTSD. No normal service dog has the specific training for a veteran service dog or so I was told.
