Weather manipulation can be used in a positive way, but unfortunately it is being used to cause destruction.

I read years ago that this type of machine was used by US military in our gulf wars - rather than haul in massive tankers of water for thousands of troops in the desert, the machines extracted water from the atmosphere onsite, probably with machines such as these.
Our military gets the best tools and gadgetry first.
