Don't know about Francis Pope but yes the area was known as Rome and according to Tupper Saussy in Rulers of Evil it was owned by Jesuits and donated to America for the location of it's federal government as was the first White House which was named such because it was owned by two brothers named 'White' .. both Jesuits .. who donated it to the US as the residence for it's first federal CEO.
