Yes, Congress and many other pols accept many different 'gifts' but they do it all surreptitiously. They knowingly break the law. Traitors all.
Trump isn't doing anything wrong by accepting a plane for the benefit of the taxpayers.
Senator Lankford did explain the laws about this.

"(i) a tangible gift of more than minimal value is deemed to have been accepted on behalf of the United States and, upon acceptance, shall become the property of the United States; and"
Consider that since Trump has repeatedly announced the 'gift' of a plane that could be equivalent to an Air Force One plane, he is completely transparent and by accepting on behalf of the US, he is completely within the law.
