Considering that ALL taxes collected on (specifically) *wages* and *salaries* (on pay exchanged for our *labor* iow) have ALWAYS been (technically) *VOLUNTARY* since they don't count as *income* according to the IRS's *own* specific and narrow *definition* of that term, I'd say the amount owed the American people by now WAY exceeds some measly $46M they may try to get off the hook by returning.
