According to Grok apparently presidents have been using the autopen for decades ... like if they're on vacation etc. .. but each one has to be done with direct authorization by the POTUS.
The suspicion w/ Biden is that he was not consulted or even aware of what documents were being 'signed' becoming an issue with who was in control of the autopen.
