I've tested this with a voltmeter.
You can ONLY ground yourself when walking barefoot on grass or
sticking a metal rod in the ground and connecting to it.
You CANNOT ground barefoot on sand, dirt, concrete or asphalt.
You CAN ground yourself WITH shoes on by touching or holding to a plant, branch, or tree.

Might be a dumb question but would being in the Ocean have a similar effect?

I was just about to ask a question regarding a body of water like a stream.

Great question, I'm being truthful.
I haven't tested it on any stream or body of water.
I will have to test it ASAP.
Now you got me wondering.

I hope it is. I love to walk in the creek. When i sit down in the water I feel so connected to my surroundings. The colors are brighter, the sounds of nature are louder and a true sense of peace comes over me. I love it.
