So I've seen a few people say that POTUS can't announce he's running since technically he won and never conceded.
Makes sense to me, so what can/can't he do, and what happens next?

I was thinking the same thing…with Ivana’s passing, the Trump family will understandably be out of the spotlight for a little while…maybe being insulated from any harm? So many scenarios to ponder!
