Not correct. According to other images with memes with the same tag. OP post is looking into the Capitol and the barb wire is installed facing outside where population would arrive. Second image posted was facing from inside the fence outward to general public.
Your pic looks like the razor wire is on both sides and the electric hubs on the outside maybe
Either way it looks like you're trapped on which ever side you're on
The razor wire is on both sides as it loops around the top of the fence. The hardware is certianly on the inside perimiter of the fence. I am trying to find photos that showcase what you've posted as it would be a nice catch. So far, I cannot find any.
