I posted this article over the weekend, but I thought it was worth re-posting because so many new people are joining this site.

What I found most interesting about the article is that the author mentions "Department of Defense under Military Act 11.3". Q stated that 11.3 is the first marker. Most speculation was that 11.3 meant November third. Anyhow, it's just a theory. Enjoy.
