I see many reports there were explosives going off
in the windows of the White House.
They would only be set off when a building is ready to come down.
Those look much more like flashes from a camera to me.
Probably someone going to each room and taking pictures.
Why would they put up a wall around the White House
if they were going to demolish it ?

if not welders, I would think that it would be a person walking with one of those nightime lights - i’ve seen similar flicking of lights when someone is running at night.
