That looks like some response to something...maybe a weather storm grounding them...some effect of electronics or something like that making them land/unable to fly/navigate normally?
It's the close proximity to humans walking around without fleeing that makes me suspect something of that sort...they seem to feel safer down here close to us than their usual fleeting distance from us. Odd...

...but mosquitos in January? This looks like a response to something not normally encountered by them. Seems eery they are willing to be so close without flocking away in a mas from the lot when the people drive and walk right next to them...just weird...
