Since when is a convicted felon "allowed" to release anything? Those who are involved in the crimes against humanity should be published by the court and they should be tried for the crimes that they committed. That is the court's decision - not the convicted felon. The court is hiding the names because they themselves are complicit in these crimes against humanity. Let's be clear about the facts.
