Not everyone who does something you don't approve of is evil. Could be. It's reasonable to assume it isn't, though.
This is one image of a testing station in a parking garage or whatever. Have these even been in use or was it just a marketing image of some would-be contractor? How many of the stations had this logo? Was it just local to one city or two or have these been spotted across the country, if at all?
Making assumptions and getting angry about your conclusions just clouds your mind and may just distract you from the evil that is actually out there.
