that sounds to me like the stupid SEC rules to "protect" small investors from "harming themselves" (aka having access to 'angel-investing' type opportunities) are going the way of the dodo.
Wealth protected wealth from others "breaking in" for too long. Now the small guys ALL get the opportunity to prosper.
