Theoretically, the woman on the left should be reading from a damaged ballot as the one on the right marks the same choices on a fresh ballot. The one on the left should be watching to make sure the new ballot matches the old, and the guy in the back should be keeping them honest.
Now if they're not watching what she does, she's just choosing whoever she wants.
Every single one of these low level traitors needs criminal charges levied against them. This is treasonous behavior and ALL involved, no matter the extent, should be punished to the fullest extent of the law!
