The video has no sound. The camera itself has pre-programmed zoom in/out that inevitably makes it harder to see what’s going on. The security-appearing persons are wearing what appear to be (police) uniforms, black, or black and white suits. Many in black and black/white have white-looking square badges hung from around their necks. I have been unable to discern any words/images on these, and it looks like a mixture of Secret Service, law enforcement, and/or private security/Checkmate.
There is a constructed media tower between the livestream camera and the White House. There are folks with alphabet agencies along with media folks at different times in that structure. The tower is reflected in the first two lower windows to the left of the grand entranceway at the White House. Once it gets dark, flashing lights come on around the media tower’s lower levels and that can also be seen in the window reflections. These lights are flashing before police start arriving.

13 hours, 6 minutes: Fireworks begin (4 minutes long)
13 hours, 45 minutes: Lights are being turned off inside the White House
15 hours. 11 minutes: Spotlights go out, flag comes down, White House looks very dark.
15 hours, 13 minutes: Flag goes back up.
15 hours, 35 minutes: More lights turn off inside the White House.
16 hours, 5 minutes: White House now dark. It has remained dark since this event.
12 hours, 26 minutes: Folks exit the motorcade vehicles and enter the through the main door, while those in other vehicles and move to the right alongside the house instead of entering through the main door.
12 hours, 29 minutes: Heavy equipment vehicles move through from left to right and lights start turning out.
12 hours, 31 minutes: Folks are exiting along the right side of the grand entryway and getting into black SUVs, and driving away from both sides of the driveway.
12 hours, 34 minutes: Remaining SUVs and police depart the premises along the right side.
12 hours, 19 minutes: A large white passenger van, a white delivery van get a partial police escort as they drive rom right to left.
12 hours, 20 minutes: Row of police cars can be seen along the right of the screen.
12 hours 21 minutes: Black and white buses have police escort crossing from right to left. (Visible again at 12:24 mark)
12 hours, 23 minutes – Presidential motorcade, police, and SUVs return and fill the driveway.
11 hours, 23 minutes: What might be original black backpack guy exits the White House.
11 hours, 25 minutes: Police escort a black chartered bus from the White House across the middle of the screen.
11 hours, 42 minutes: Another round of parking lot activity as folks climb into black SUVs and the presidential motorcade.
11 hours, 43 minutes: On the left side of the screen, police cars visibly position to lead a row of other police vehicles and black SUVs from the premises, as will be seen across the middle of the screen at the 45-minute marker.
10 hours, 4 minutes: Police cars and black SUVs continue trickling into the right driveway as a few more SUVs continue parking along the road in the middle of the screen, towards the right of the media tower.
10 hours, 30 minutes: The entire driveway is wall-to-wall SUVs and police cars.
11 hours, 17 minutes: Activity in the parking lot picks up, as folks emerge from alongside the right side of the house and start getting into SUVs.
11 hours, 22 minutes: First black SUV exits from left driveway, then across the middle oft eh screen towards the right.
10 hours, 4 minutes: Police cars and black SUVs continue trickling into the right driveway as a few more SUVs continue parking along the road in the middle of the screen, towards the right of the media tower.
10 hours, 30 minutes: The entire driveway is wall-to-wall SUVs and police cars.
11 hours, 17 minutes: Activity in the parking lot picks up, as folks emerge from alongside the right side of the house and start getting into SUVs.
11 hours, 22 minutes: First black SUV exits from left driveway, then across the middle oft eh screen towards the right.
9 hours, 47 minutes: A figure appears to exit the motorcade car and talk to the doorman, then enters the White House, hugging someone in the doorway along the way.
9 hours, 48 minutes: A figure dressed in black wearing what looks like a black backpack approaches the front door, then enters.
9 hours, 57 minutes: A different figure dressed in black wearing a black backpack emerges from the right of the screen alongside of the White House and places the bag in the back of the SUV parked immediately to the right of the grand entrance.
9 hours, 45 minutes: Police cars are still arriving, as seen along the right side of the screen. Also, an unknown vehicle with flashing red lights pulls in front of the other White House entrance of the opposite side, as seen along the right corner of the residence as it happens. (It could be an ambulance, and my best guess is just parked there.)
9 hours, 44 minutes: An approaching row of black SUVs is visible along the left side of the screen, which cuts across the middle of the screen. Most of the vehicles appear to stop/park just before the right driveway entrance as police cars are pulling into the right driveway along the right side of the screen.
9 hours, 41 minutes: 2 people appear to carry in a large, door-sized mirror inside the White House from the left side of the entranceway. (THIS IS THE MOST QUESTIONABLE THING I SAW ON THE RECORDING! IS IT A REPAIR, OR SOMETHING NEPHARIOUS AND SPY-LIKE? I SAW NO OTHER ITEMS MOVING IN OR OUT)
9 hours, 30 minutes: Black SUVs begin to arrive as seen along the lower right of the screen from the side and onto the driveway on the right side. These vehicles park around the front entry.
9 hours, 36 minutes: What appears to be the Presidential Motorcade parks at the front door.
8 hours, 40-45 minutes: The media floodlight that has been shining on the White House brightens into a flooded spotlight. It is BRIGHT. It’s also evident police cars are blocking intersections and exits across DC in the distance.
