while i think you're referring to the apparent lack of those ornamental buttress things on the edge of that roofline, the top does have them but the lighting just doesn't make them apparent. the angle of the shot is important, too. the upper one is taken from ground level, while the lower one with trump is elevated probably to capture staff members better and avoid obscuring faces. there is a continuous row of windows on the West Wing above that roofline for where the Oval Office is, and there's another building behind it (Eisenhower?). it looks like the lower Trump photo angle captured the windows on the WW, while the upper one (Bidet?) with the more upward angle is showing the other building.
