looks like people walking with candles and white robes. I am probably not seeing it clearly enough but surely strange!
Finally glad to know I haven't been crazy all these decades.....found my people!
What the heck kind of vehicle in the lead? Square-ish in the front. Bus? Ambulance? Hazmat?
Any video after this one? I've checked on the white house live videos often, but the one night I don't... of course miss it when something happens. Most of the time there is one guard walking back and forth until the lights go out at 11:00pm EST. One night it was light enough to see the guard still there after lights out. Once I saw another one come and trade places, and a dog.
