freshmen presidents have given speeches, yes. But at the time they were given, they were not called SOTU. They did address joint session, but not SOTU. :-)

I'd like to make a slight correction on this matter:
The first address by a newly elected President is not considered a SOTU. The President must the address to be so. However, with that being said, newly elected Presidents have always held a Joint Session to Congress in the month of Feburary

Most presidents in recent history have not given a SOTU in their first year, including Trump. Biden likely won't either, but it's not a red flag issue although I totally agree that Biden has zero power.
President's typically always address a joint session in their first year, but it's not officially called a SOTU unless it's being called that by intent. This link provides some good info, but the bottom line is that it's nothing to make a big deal about and it means nothing on its face.

Yes, although it technically is not deemed a SOTU. It's considered a joint session of Congress speech. [Renegade] did the same in '09
