Robert Julio Garcia has more individual earmarks than any other member of Congress in my database.

He earmarked $3.5m in funding for "Shangri La Industries" (now under investigation) and $41m funding for construction projects in their area after receiving political donations.

I thought "surely it wont be that easy" when i clicked on some random tweet by some random congressman, but it actually is. Worth investigating further.
