​Based on the image and current chatter:
​The Action: A bipartisan group (led by Rep. Bill Keating and Rep. Don Bacon) has introduced the "NATO Unity Protection Act" (also referenced as the "No Invading Allies Act").
​The Fear: They are explicitly trying to prohibit federal funds from being used to "blockade, occupy, annex or otherwise assert control" over Greenland or any NATO territory.

Rather difficult to Invade a Country that your Military already has a Presence in.
