Abdullahi Ali, a Somali-American living in Portland, has openly admitted to raising millions to arm and equip fighters in Somalia. At the same time, he was receiving millions in public funds through MaineCare, Maine’s Medicaid program, to run a for-profit agency serving Somali immigrants in the state.
