Yes, the E.O. IS about fraudulent elections and foreign interference. This however, has everything to do with the transfer of power from Trump to cheatin Byden (60 days after inauguration), it means he is still over the military.
The military itself is not a branch of the government, *****but the military is part of the Department of Defense, which is a part of the Executive Branch of the government*****, with the President serving as Commander-in-Chief.
