His statement says he's going to "lead a MOVEMENT" to end mail-in ballots and vote machines
He can't just declare such changes by EO as they are up to each individual state to determine.
Meet the US Constitution.
S4C1
The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.
the U.S. Constitution affords the federal government an important role in crafting election policy. This includes passing federal laws prohibiting the use of electronic voting devices with the intent to secure state and federal elections, and setting the mode and standard by which elections should be held as it relates to election security.
The fact that there are federal election laws completely disarms your "he can't do that" comment from the start, without my explanation of why your thought is flawed.

Point taken but it doesn't allow the *POTUS* to make such changes by EO.
Has to be done by act of Congress and even then the states have powers the US congress can't override.

I have to agree with you on that. I've been looking all morning and I can't really find anything, historical or recent that would give support for the EO thing. I'm going back over all the Federalist and Anti-Federalist papers, because why not.
Either way, I am not too sure the EO thing would be legit, unless some kinda in the name of "national security" on election security report could circumvent that? I dunno.
