He can't just declare such changes by EO as they are up to each individual state to determine.

Point taken but it doesn't allow the *POTUS* to make such changes by EO.

Has to be done by act of Congress and even then the states have powers the US congress can't override.

I have to agree with you on that. I've been looking all morning and I can't really find anything, historical or recent that would give support for the EO thing. I'm going back over all the Federalist and Anti-Federalist papers, because why not.

Either way, I am not too sure the EO thing would be legit, unless some kinda in the name of "national security" on election security report could circumvent that? I dunno.
