Understand that this goes far beyond just redistricting and why the open borders were so important for many Democrats. Under the current system whether you were legal or illegal you were still included in the government census. That census is used to add or subtract congressional seats for each state (ie California as an example) and federal monies are given to each state based on population according to the census. It goes much deeper than people realize.
