James, when the time comes that these Cabal higher ups are actually arrested (which may have already happened, and IMO replaced afterwards by actor-doubles for the sake of ongoing Operations) they are SO DANGEROUS they have to be removed from all contact with the world and off US Soil and under full Military control - which is why they are dealt with in isolated Military Bases like Guantanamo, Guam, Tierra Del Fuego, Diego Garcia or Greenland, or in some cases, Tribunaled on a US NAVY vessel.
Tom Hanks was apprehended fleeing to Antarctica to escape the Planet and couldn't even be brought back to GITMO to face Tribunal. He was SO dangerous, and high enough up the Cabal Pyramid, that any message from him to any sympathizer could have resulted in countless deaths, likely of Children - so he had to be Tribunaled/Sentenced near where he was caught, possibly on a Naval Vessel.
