I think, a lot what is happening have multiple meanings. When a country conquers another country, the conquering country raises it's flag on the conquered land. I think Trump put the flags on the lawn of the capital to indicate that the land is no longer a "Distric of Columbia" and no longer belongs to a foreign country, but is once again, part of the Republic.
