I believe the Insurrection Act was already invoked sometime on or between January 6, 2001 and January 18, 2001 after the Congress Insurrected (by certifying the 2020 Election in the face of formal complaints filed regarding Election Fraud) and before the DC National Guard and other Military Troops were announced present in the District of Columbia, that it is still In Force and Effect, and that's just my conclusion based on the following:
1/6/2021 Presidential compliance with 10 U.S. Code § 254 - Proclamation to disperse:

I believe your dates are right. I heard that Trump signed it right after his assassination attempt also heard it was such a close call that if the tip they got had not been acted on, he would not be here now.
These riots though are for the normies, as we know it has always been in play for awhile.
And those riots are now spreading to chicago etc. Barron Trump posted 17 cites in one event today or recently. The list I posted.
A Newsome has been gone a long time as he committed suicide or so I heard. This all plays into announcing the Insurrection Act
Hoping it plays out like above. The middle of July something like the 14th or the 17th, all banks need to be compliant with the new system. If you think about it that is right around the corner.
Maybe it is fast and furious from here on out.
