While the CIA did admit to the existence of it's MKUltra program during the Church hearings that involved significant and horrific human abuses there is no record of them testifying that '10,000 orphans' were put into the program.
Maybe, as you recall they took the 2nd half of hearings into classified settings that could be unclassified.
