They do it all the time. We just don't hear about it or maybe not paying attention. They write bills of 1000 pages or more and then hold a vote without giving Congress enough time to read it.

do one bill at a time!!!!!!!!!!!!!!!!!!!!!!!!!
And the explanation of the bill need only be a few pages long.
