It's about "17" countries that banned together to stop a world wide STORM.
The STORM was started by an enemy from within... Corruption all the way up the the President of the US.
The amount of messaging in this movie, makes me think it could only be Q. There are even anonymous digital soldiers for crying out loud.
We are everywhere.
