We have reports of gang and mafia leaders running the show from prison cells so it does not seem unreasonable to consider we have been dealing with that since the war was "won." People being tracked and traced, move and the same names turn up again. Restart your life, over and over to try and get away from this and it never ends and then they come after your kids.
