This is an excellent endeavor. Not sure how to detect when an area is captured (similar to when a politician is captured) but I think that would help strengthen your model. What does that look like? A team is set to go to court regarding a TPR (termination of parental rights). At the last minute the team is presented with new information that after all this time (generally it takes at least a year before TPR hearings start), suddenly a father/mother has been found. There is no possible safe way for the team to investigate the background of this new father/mother before the hearing.
