The neighboring states and neighboring communities need to be flooding the area with help. Churches, schools, gyms, sports facilities with showers need to be set up as shelters, food distribution centers. People with homes need to offer to help shelter others if possible, especially children and the elderly. The military should be setting up tent communities. Perhaps a citizens militia needs to be organized? Pastors in neighboring states need to group together and organize supply chains. If the government won't do it the people have to do it.
