The government routinely steals patents from creators. Robert Gould invented the laser. The government broke into his lab and took his lab notes and equipment. He sued them for 30 years and won. All profit since taking his intellectual property were returned to Gould. Can you imagine the challenges in getting that judgement? Harris would do what she promises, a communist take over of patents.
She is/was in China's pocket. They steal patents too.
