Does he have a non-compete clause? No. Most people do this all the time when searching for a job (look for the best opportunity) so I do not actually find this odd. He is responsible to partners, colleagues and stakeholders in his work and he may be trying smooth a path for them regardless of where he ends up. My interpretation of the refusal to meet with him is that they are signaling they are not interested in a discussion or criticism of the cash cow industry any time soon. Others have suggested their plan is to make their money back through healthcare and this kind of suggests that may be on target.
