Ballots have to be finalized by practically the end of August. Republicans will tie up the process in court for as long as possible, appeal the decisions no matter what, and the Supreme Court, which is controlled by Republicans and owned by right wing billionaires, will hand Trump the White House by issuing a ruling that takes the Democratic candidate for president off the ballot.

11.3.1 End of Occupation. Belligerent occupation ceases when the conditions for its application are no longer met. In particular, as discussed below, the status of belligerent proclamation, may be properly regarded as existing from that time.
