Cellular data is simply for data not phone calls. As long as your bill is paid up and have cell service you can make all the calls you want.

Your phone should work as a phone if you have a sim card connected and have credit... regardless.. thats the phones core mission... unless you remove the sim or stop paying, or you are in an area without reception you should be able to use the phone for its core purpose... thats why they became so popular... . ; )
Just did this and could call without cellular data or wifi. But no internet access without one of those.
