Japan used air craft carriers to launch their fighter planes to Pearl Harbor. It wasn't 1931 ... it was 1941 ... a typo no doubt ? :-) I've read Truman & Roosevelt knew about this plan so Yes it was an 'inside job'.....not surprising to me.
