In a real pandemic the medical community researches and recommends treatments and the government supports that research instead of blocking it! In a real pandemic the national death rate would be expected to rise.( it is lower) Hospitals would be at capacity all the time, with field hospitals in all major cities. HCQ and Ivermectin shoud be OTC as well. India provided packets to their citizens.
