Yes, a President can do some things (mainly indirect: i.e Trumps wall, or short term), but the President can mainly control immigration issues inside the border rather than outside it - I highly doubt any Constitutional 'scholar' will tell you that

In a classical sense you are 100% correct; however, society in general has taken a backseat to authority -letting them take care of societies woes an issues vs an upfront approach.

I've always wondered what will cause some to stand up - other naturally will not for whatever reason.
Is it money, individual liberty, local government, personal freedom ... the list goes on.
It appears to be a psychological issue, which there is no clear cut answer; but a constant apathy and the societal norm of taking order are factors.
